Voucher advocates tend to be conservatives, who have always stood for accountability, against entitlements, against expanding government, and against unfunded mandates. So why does the voucher proposal that passed the state Senate include at least seven unfunded mandates on public schools, create a huge new entitlement program with a bureaucracy to match, and exempt voucher schools from the financial and academic accountability that applies to public schools?
