2014 Former PA Secretary of Education, Ron Tomalis, a Ghost Employee

• August 12, 2014: Ron Tomalis resigned from the special role in 2014, months after a report by the Pittsburgh Post-Gazette finding little evidence he was working.


• August 18, 2014: Rock the Capital and Taxpayers and Ratepayers United held a press conference alleging Former Secretary of Education Tomalis was a ghost employee. Mr. Tomalis was hired as the governor's special adviser on education for $140,00o, and took on the position after leaving his job as the Secretary of Education in 2013. RTC argued that the move made Mr. Tomalis eligible for a higher pension rate known as the "Footprint Rule."

“Under the Footprint Rule, a previous state employee can come back to serve three years," said Epstein. "They can have their pension multiplier go [from] 2 to 2.5 percent." Rock the Capital noted that his term as a special assistant increases his pension by nearly $7,000, which makes his annual pension close to $35,000 a year.


• October 16, 2015: Auditor General Eugene DePasquale released a state audit that found Mr. Tomalis was reporting to work most of the time, but not producing much to show for it. The audit concluded authorities could “easily” argue that Ron Tomalis perpetrated a “theft of public services” as a special assistant to former Republican Gov. Tom Corbett.
