Statement of Eric Epstein

We receive numerous and regular complaints  regarding ethical, financial and moral abuses in all  branches of state government. Folks around the state also contact us regarding abuses by locally elected officials. Many of the requests are anonymous for personal and professional reasons  – namely loss of job and retaliation.

At Rock the Capital, we review each request on a case by case basis and forward the citizen’s concern to our volunteer attorney, accountant and/or researchers. If the complaint or concern rises to a level where further action is warranted, we will take the appropriate course of action.

Frequently referrals occur after inaction or stonewalling by official agencies. In some cases, the complaints facilitate more in-depth research and referral to investigative bodies. Citizen participation in the process allows us to make informed Right to Know requests.

The protocol for this project is similar to the way RTC treated tips communicated via e-mail or telephone conversations.

1) We have to establish the information is credible.
2) The data must also be verifiable.
3) The complaint must be devoid of personal or professional motivation.

If the complaint meets the criteria, the next step is similar to the way we have handled complaints and concerns over the last ten years. However, we are also looking to identify trends at agencies and departments.

Protecting whistle blowers has not been a priority for any branch of Pennsylvania government. Confidence in traditional institutions is at an all-time low for good reason.

The results of hearings and investigations in the recent past has only served to undermine public confidence, and many citizens now believe the political system is rigged to protect charlatans.
