Effusive and politically-driven ownership policies will continue to divide opinion.  Until empirical ambiguities are made clear, the public can begin to concern itself with known externalities instead of reflexive support for, or opposition to, privatizing public services.  This report addresses the need for more local, state, federal, and international data, identifies damaging trends associated with premature privatization, and concludes with research-based moderations of ownership policies.
