July 15th, 2020, Eric Epstein of Rock the Capital submitted a request for information in accordance with PA Right-To-Know Law.

Epstein sought information related to parties suing the Intergovernmental Cooperation Authority for Harrisburg (the ICA). Specifically, the request involved any parties suing the ICA; legal budget and financial records; and any RFPs, bids, and contracts related to legal representation for the organization.

In response, the ICA provided a full copy of the 2019-202 adopted operating budget, along with a copy of litigation filed by Eric Papenfuse, Mayor of the City of Harrisburg, and Bruce Weber, Director of Finance. No information regarding RFPs, or associated bids or contracts, accompanied the response.
